J.C. Penney Targets Holiday "Deal Fatigue" with Value-Focused Campaign and Real Shoppers

As the winter holiday season approaches, retailers across the United States are gearing up for the critical shopping rush with massive promotional pushes, glossy commercials, and aggressive discounts. However, years of economic uncertainty, fluctuating inflation, and a constant barrage of retail advertising have left many consumers feeling exhausted. This phenomenon, commonly referred to as "deal fatigue," has created a sense of skepticism among shoppers who frequently wonder if advertised discounts genuinely offer savings or if they are simply marketing ploys designed to drive urgency.

In an effort to counter this widespread consumer burnout, department store stalwart J.C. Penney has launched a new holiday marketing campaign explicitly centered on transparency, value, and no-fuss ways to save. Developed in partnership with creative agency Mischief, the campaign builds directly upon the foundational "Yes, J.C. Penney" brand platform that was introduced in 2025. Rather than relying on the fantastical, high-concept, or surreal imagery often favored by competitors during the fourth-quarter holiday stretch, J.C. Penney’s new creative strategy grounds itself firmly in the realities of everyday consumers.

The campaign officially rolled out across television, online video, digital audio, and paid social media channels, putting real, deal-scoring J.C. Penney shoppers directly into the spotlight. According to leadership at parent company Catalyst Brands, the initiative aims to remind middle-class American families that they do not have to compromise on style or break their budgets to enjoy a festive holiday season.

At the heart of the video creative is a 15-second spot titled "Party Fits." Set in Crown Point, Indiana, the advertisement stars a local barber named Raemonie. In the spot, she proudly showcases three distinct holiday outfits that she purchased at J.C. Penney for a total of just $168. A voice-over narrates the scene, noting that Raemonie was initially worried about having enough outfits for all of her holiday social engagements, but now finds herself worried about having enough holiday parties to wear all her new clothes.

Marisa Thalberg, executive vice president and chief customer and marketing officer at Catalyst Brands, emphasized that the campaign’s authenticity is its greatest strength. While other brands lean into fantastical holiday narratives, Thalberg noted that J.C. Penney’s approach is rooted in real people and real life, showcasing how working Americans deserve to enjoy straightforward, better deals. This latest creative effort follows a back-to-school marketing campaign earlier in the year that similarly bypassed traditional modeling agencies in favor of tapping real teachers for its creative execution.

The Road Map for Savings

J.C. Penney’s strategic focus on simplicity and transparency comes at a time when consumer trust in retail pricing is notably fragile. According to industry data from Akeneo cited in press materials, only 32% of shoppers report that they completely or mostly trust retailers to offer a fair or competitive price during high-stakes shopping seasons. The constant cycle of markdowns, fake retail inflation, and confusing promotional terms has left a significant portion of the buying public deeply skeptical.

Conversely, J.C. Penney’s internal data reveals a starkly different sentiment among its core customer base. Up to 92% of consumers express confidence that they receive genuine, good value deals when shopping at the department store chain. To capitalize on this trust and alleviate the cognitive load of navigating endless promotions, J.C. Penney is rolling out a structured yet straightforward calendar of savings events for the holiday season.

Beginning immediately, the retailer will release a weekly deals cheat sheet every Monday. This guide is designed to help shoppers quickly identify and navigate the top promotions and discounts available each week without wading through complicated fine print. Additionally, J.C. Penney is bringing back its popular "Really Big Deals" promotional offers, which will run every Thursday through December 13, giving predictable, reliable windows for deep discounts.

The promotional calendar intensifies significantly as the peak shopping weeks approach. From November 5 through November 11, an astonishing 97% of all items available in J.C. Penney stores will be marked down on sale. This will be followed by dedicated Black Friday promotional events running from November 20 through November 29. To further drive physical foot traffic into its brick-and-mortar locations, the retailer has scheduled surprise in-store giveaways on November 27, offering random perks at various points throughout the day.

In addition to traditional price cuts and promotional schedules, J.C. Penney is leaning into experiential retail partnerships to attract holiday shoppers through its doors. The company has teamed up with Warner Bros. Global Consumer Products to introduce themed Harry Potter pop-up events. Selected stores will feature a physical recreation of the iconic Hogwarts Express train, accompanied by a limited-time Harry Potter capsule collection offering a range of specialized clothing and home goods.

Navigating Economic Pressures and Sales Struggles

The stakes for the holiday season could not be higher for J.C. Penney as it navigates a challenging retail environment and ongoing sales struggles. Annual economic projections from Deloitte’s holiday retail survey indicate that consumers are expected to spend an average of $1,654 this season, representing a 4% increase over the previous year as households anticipate and budget for elevated prices. Furthermore, Deloitte’s data shows that 38% of shoppers plan to adopt five or more specific money-saving strategies this year, and that these cautious spenders are actually expected to spend 12% more on average than their less strategic counterparts.

For J.C. Penney, capturing a share of this holiday spending is vital for financial recovery. The department store chain experienced a difficult second quarter, with total net sales falling by more than 8% year-over-year down to $1.3 billion. That performance lagged behind several peers within the traditional department store segment, including established competitors like Macy’s and Kohl’s.

Despite these financial headwinds, affordability and value have remained the consistent anchors of J.C. Penney’s marketing strategy throughout the year. Earlier in the year, the retailer made waves by playfully remaking Paris Fashion Week with a high-profile runway show that swapped expensive haute couture for accessible J.C. Penney looks, displaying the affordable prices directly on stage during the event. Later in the summer, the brand launched a humorous campaign that parodied off-price retail competitors, using a wellness-themed approach to tout the underlying quality of its merchandise despite low price points.

With its current holiday campaign, J.C. Penney is doubling down on the premise that everyday shoppers should never have to feel forced to choose between trendy, fashionable items and basic financial survival. Thalberg noted that the company’s leadership maintains a deep, empathetic understanding of its core customer demographic. By recognizing the very real financial pressures facing middle-class American families, the retailer hopes to cut through the noise of the holiday shopping season and offer a refreshing sense of clarity, honesty, and genuine value.
